April 20, 2021, Mayor Muriel Bowser announced that the District Government would resume several functions that had been suspended during the coronavirus (COVID-19) public health emergency.

Effective Wednesday, September 1, 2021, all DC residents must present a valid DC medical cannabis program patient or caregiver card to purchase up to 4-ounces of medical cannabis within a rolling 30-day period.

Patients and caregivers—with expired or soon-to-expire ids—that want to continue to purchase medical cannabis on or after July 1 must renew their cards. It is highly recommended that all renewals be submitted online due to mail service delays and ABRA staff remaining in a telework posture. All renewal method options are detailed online.

Lastly, please note the following important updates:

  • Earlier this month, the DC Council adopted the Medical Cannabis Emergency Amendment Act of 2021. Among the provisions, the Act allows up to two (2) testing laboratories within a ward and prohibits straw ownership. The Act also allows returning citizens to own a medical cannabis business unless they have been convicted of a felony for a crime of violence, gun offense, tax evasion, fraud, or credit card fraud within the three (3) years preceding the date of the application is filed with the Alcoholic Beverage Control (ABC) Board. Accordingly, the ABC Board has extended the deadline for the previously announced letter of intent open period to submit an application for a medical cannabis facility from April 21 to 12:00 p.m. ET on May 21. Additional details are included in the Revised Public Notice.
